Mr. Antoine served as the Managing Partner of the dissolved law firm of Francis & Antoine for some 12 years before establishing TM ANTOINE Partners. During the years with Francis & Antoine, he was the primary lawyer for the ECFH-Bank of Saint Lucia Group, handling opinions, Conveyance and Litigation. Mr. Antoine is an English trained Barrister having been called to the English Bar with Lincolns Inn in the year of 2000 and to the Bar of Eastern Caribbean Supreme Court -Saint Lucia of the same year. He holds a Masters of laws (LL.M) in Corporate and Commercial Law with specialization in International Banking Law, International Trust Law, International Tax Law, Electronic Banking Law and Intellectual Property Law from Kings College, University of London.
President of the OECS Bar Association, President of International Financial Services Association of Saint Lucia (IFSA), Deputy Chairman STEP Saint Lucia and Director RED Carnival Band, adding to his undoubted expertise and solid reputation as one of the leading young legal practitioners in Saint Lucia. Mr. Antoine has served on a number of public and private Board of Directors including Chairman-National Telecommunication Regulatory Commission (NTRC), Radio St. Lucia, Deputy Chairman-Saint Lucia Tourist Board, Blue Coral, Tax Appeal Commission of Saint Lucia, EC Global Insurance, BOSLIL Finance, Secretary-Saint Lucia Bar Association and the 1st Vice President – OECS Bar Association.
He has undertaken and Co-chaired a number of initiatives by the Eastern Caribbean Central Bank (ECCB), the most recent undertakings were the establishment of the Credit Bureau for the ECCB Countries and the Harmonization of the Land Registration system to facilitate the repossession of property so as to improve the Banks non-performing loan portfolio.
